Parallel Testing procedure of BIS registration for Electronic Products

BIS is now going to implement a parallel testing procedure for electronic products for Grant of Licence (GoL) as per the Conformity Assessment Scheme-II of Schedule-II of BIS (Conformity Assessment) Regulation, 2018.By doing this, the procedure will be enhanced so that two tests can be run simultaneously.

BIS issued guidelines for the implementation of parallel testing, after multiple requests by the industry.These guidelines will make it possible to parallelly test electronic products covered under the Compulsory Registration Scheme (CRS) of BIS. These guidelines are voluntary, and manufacturers can still apply sequentially to BIS for registration in accordance with the existing process.

According to these parallel testing guidelines, any components that require registration under CRS can be sent for testing in parallel at any BIS lab/BIS-certified lab. The lab will test the first component and issue a test report. This test report number, as well as the name of the lab, will be mentioned in the test report of the second component. This procedure will be followed for all the following components and the finished product. BIS will sequentially register the components.

Guidelines for implementation of Parallel Testing

The manufacturer is responsible for linking an application to the previously submitted application in the chain. The manufacturer will provide an undertaking at the time of sample submission to the lab and application submission to BIS for registration.

The following is an example of a parallel testing procedure for a mobile phone:

  1. Testing of batteries can begin in BIS labs or BIS-recognized labs without an R-number of cells. In the final battery test report, the lab will mention the test report number and the lab's name in place of the R-Number of the cell.
  2. Similar to this, the lab can begin testing a mobile phone without the R-Number of cells, batteries, or adapters. In the final test report for the mobile phone, the lab will mention the test report number and lab name for these components.
  3. The lab shall evaluate the cell test report and issue the battery test report. Similarly, before issuing the test report for the mobile phone, the lab shall analyse the test report for the battery and adaptor.
  4. The manufacturer might submit applications for the components to be registered in parallel. However, BIS will only process the licence if all of the components involved in the final product's manufacturing have been registered.

No electronics product manufacturer may supply, sell, or manufacture a product without a valid Registration. If a component is covered under CRS, it is the responsibility of each manufacturer to use it with the relevant registration number.
