Government Notifies Second Amendment to Machinery & Electrical Equipment Safety (Omnibus Technical Regulation) Order, 2025

The Ministry of Heavy Industries has officially issued the Machinery and Electrical Equipment Safety (Omnibus Technical Regulation) Second Amendment Order, 2025, bringing another important update to the safety regulatory framework governing a wide range of machinery and electrical equipment in India.
This amendment has significant implications for manufacturers, importers, and industry stakeholders, particularly regarding the implementation date of compliance under the Omnibus Technical Regulation (OTR) Order, 2024.

What Does the New Amendment Change?

The Second Amendment Order, 2025 introduces a key modification to Paragraph 1(2) of the original “Machinery and Electrical Equipment Safety (Omnibus Technical Regulation) Order, 2024.”
Earlier provisions stated that:

  • The Order would come into effect one year after its publication, i.e., automatically after 12 months.
  • This timeline was later revised to 1st September 2026 through the First Amendment Order dated 12 June 2025.
New Change Introduced (Most Important Update):

The new amendment replaces the earlier fixed implementation timeline with the following clause:
“from such date as may be notified by the Central Government in the Official Gazette.”
This means:

  • The effective date of enforcement is no longer fixed, and
  • The Government will announce a new enforcement date separately through another notification.
  • Until that new date is notified, the mandatory compliance timeline is on hold.

This change provides additional flexibility to the Government as well as the industry to prepare for the full implementation of this major technical regulation.

Why This Amendment Matters

Manufacturers, testing laboratories, and certification bodies will get more time to align with technical requirements under the OTR framework.
