Important Update: Revision of IS 16103 (Part 1) Guidelines

The Bureau of Indian Standards (BIS) has announced the revision of IS 16103 (Part 1):2012, which has now been updated and published as IS 16103 (Part 1):2025 / IEC 62031:2018. This standard pertains to LED modules for general lighting and ensures product quality, safety, and compliance with international benchmarks.

Key Timelines
  • Concurrent running of both standards: Until 21 January 2026
  • Withdrawal of IS 16103 (Part 1):2012: Effective after 21 January 2026
  • Mandatory implementation: All licensees and applicants must comply with IS 16103 (Part 1):2025 / IEC 62031:2018 by this date.
Guidelines for Implementation

For Existing Licensees:

  • Must transition to IS 16103 (Part 1):2025 by 21 January 2026.
  • Required to submit test reports from BIS-recognized labs for all lead models previously tested as per the 2012 version.
  • Need to provide an undertaking confirming implementation across all existing series models.
Implementation Guidelines

For Existing Licensees

  • Mandatory Migration: Implement IS 16242 (Part 1):2025 / IEC 62040-1:2017 by 19 November 2025. Licences not demonstrating compliance by this date will not remain operative.
  • Test Evidence: Submit complete test reports from BIS-recognized labs for all lead models previously tested to the 2014 edition.
  • Series Models: Provide an undertaking that all other series models under licence also meet the 2025 edition.
  • Non-compliance may lead to cancellation of licence or deletion of models from the scope.

For New Applicants:

  • Ongoing applications with submitted samples/test reports may still be processed under the old standard.
  • New applications can be processed under either the old or revised standard, but only until 21 January 2026.
  • After this date, no licences will be issued under the old standard.

For Change in Scope of Licence:

  • Same provisions as new applicants will apply.
  • Requests under the old standard will only be permitted until the licensee’s switchover date or 21 January 2026, whichever is earlier.
Major Changes in IS 16103 (Part 1):2025

The revision introduces several important updates to enhance safety and usability:

  • New definitions for replaceable, non-replaceable, and non-user replaceable LED modules
  • Restructured marking requirements with an informative overview table
  • Modifications in marking for built-in LED modules and working voltage entries
  • Deletion of Annex B
  • Additional information for luminaire design regarding working voltage and water contact
  • Introduction of abnormal temperature tests
  • Inclusion of photobiological safety tests
