Important Update: Mandatory Marking & Labelling Guidelines for Plastic Packaging as per Plastic Waste Management Rules, 2016

In a recent notice issued by the Central Pollution Control Board (CPCB), the Ministry of Environment, Forest & Climate Change has made it mandatory for all producers, importers, and brand owners to print specific information on plastic packaging as per the amended Plastic Waste Management Rules, 2016.

Key Highlights of the Notification:

Provision 11(1) – Marking or Labelling Requirements:

From the dates specified (July 1, 2024 / January 1, 2025), the following information must be printed in English on various types of plastic packaging:

  • Name and registration certificate number number of the producer/importer/brand owner (PIBO), generated through the centralized online portal specified in Schedule II.
  • Applies to:
    • Rigid plastic packaging
    • Multilayer flexible plastic packaging
    • Single-layer flexible packaging including sachets, pouches, sheets, and carry bags
    • Plastic packaging made of compostable or biodegradable plastics

Provision 11(1 A) – Additional Requirements Effective from July 1, 2025:

Producers, importers, and brand owners must ensure the above information is:

  • Printed on the plastic packaging via barcode or QR code,
  • Included in product brochures, or
  • Directly printed with the unique registration number.

Other Important Provisions:

  • Details of the markings or codes must be submitted to the CPCB.
  • The CPCB will maintain and update a public list of compliant PIBOs quarterly.
  • These requirements do not apply to packaging covered under Rule 26 of the Legal Metrology Packaged Commodities Rules, 2011.
  • Packaging under these provisions must be approved by CPCB.
  • The relevant information must be printed on packaging that holds individual or grouped units of goods.

Implications for Businesses:

All producers, importers, and brand owners using plastic packaging must take immediate steps to:

  • Register on the EPR (Extended Producer Responsibility) portal,
  • Update their packaging with the required information by July 1, 2025, and
  • Submit proof of compliance to CPCB in the format specified in Annexure-I.
